Tho memorandum assorts that the Pare liamentary system is prcfcrabft to tho Soviet i form of Government for industrial derno- - cracy. Tho party rejects direct action, all though the working classes may be cotn- ! polled to resort to that method’ as a means* j to an end, and for tho restoration of representative government.
