SYSTEM OF CONTROL

(Per Press Aasooiation.) WELLINGTON, Oct. 21. Tho annual conference of the Public Service Association opened to-day, Mr G. Allport presiding. The chairman paid a tribute to the work of tho general secretary, Mr F. W. Millar, and stressed the need for a strong organisation for self-protection, Tho membership might be greater if public servants recognised their duty univorsally of standing togetner. Dologates urged the necessity for reform classification, und a more adequate scale of salaries. Representation upon tho Public Service Board was wanted, together with the maintenance of the present appeal board. To reduce tho cost of living, which woighed so hoavily on public servants, the establishment of cooperative stores was proposed, thereby avoiding profiteering. , Remits wero passed requesting the Government to amend tho Public Sorvico Act so as to provide for the control of tho sorvico by a non-political board, instead of tho present svstem, tho board to include one member at least elected by tho Public Servants' Members' Association. Tho conference expressed keen disapproval of any attempt to revert to tho former system of political control.
