Received February 22, 9.0 a.m. WASHINGTON, Feb. 21. _ Owing- to the alleged presence of grain diseases, the Department of Agriculture is considering the prohibition of imports from Australia, Japan, India, France, Britain, Brazil, Belgium, and Germany. The prohibition _ also applies to rye, barley, oats, and rice.
