New Zealand s delegation to tho Peace Conference must leave early in December it to arrive in time, and it is practically certain now that the business of the- session cannot be completed by then. Tho business includes the Licensing Bill, a loan Bill and the Budget estimates, Appropriation, and War Legislation Bills, Defence matters, Repatriation, and amendments to several Acts. The Licensing Bill, which has not received the final approval of Cabinet, is a lengthy measure, and is bound to be regarded as highly contentious by many members, particularly now that tins war is closing. Tho delegation is not liualb settled. If tho Liberal Caucus next week endorses the suggestion of the Reform caucus for a combination of the moderate elements, a- joint caucus may follow. That will clear the way for Mr Massey’s and Sir Joseph Ward’s departure, but the position is still doubtful.
