THE GRAVEL QUESTION AGAIN. Received November 19, 9 a.m. AMSTERDAM, Nov. 18. The Ilandclsblad reports that titty travel hiden vessels have boon sent back, the German-Dutch Government's agreement for the pa-sage of such vessels having expired on Thursday.
