The ' rivers affected rose rapidly, and in some cases overflowed their banks, bat they just as rapidly receded after the cessation of rain, and no damage is reported. AUCKLAND, Jan. 25. A fire at Greenlane destroyed a house occupied by J. B. Young. It was insured in the South British for £450. NAPIER, Jan. '25. | A teii-roomed house at 1 jraio, owned by Dudley Hill, and occupied by H. S. .Mitchell, was totally destroyed by fire ' yesterday. The outbreak originated in | | n grass fire, which could not be checked More it reached the house. The insur- j nnee on the house was £IOOO and on the furniture £3OO in the New Zealand. j CHRISTCHURCH, Jan. 25. At a sitting of the University Senate this morning a motion by Sir G. Maurice O'Rorke that the application of 1 the Auckland University College regarding the recognition of the second year's work for the degree course in engineering undertaken at College be recognised by the Senate, seconded by Mr JA. Tole, provoked a ttvo-hours' discussion. Professor Scott strongly op|xised the motion, and said that the Institute of Civil Engineers world reconsider its recognition of the New Zealand University Civil Engineering degrees il the Senate agreed to the motion. It, was lost by 16 votes to 8. WELLINGTON, Jan. 25. Reporting to the Minister of Internal Affairs on the position in regard to the Dunedin Central election Mr Salmond, Solicitor-General, expresses the opinion that the Governor in Council has power to validate an election which as regards all candidates has been invalidated by somo irregularity, but has no power to declare that a candidate who has been vaidy eeetcd has not been eected. and to confer the seat upon the riva candidate. Power of vaidation extends to the eoction as a whoe. and not to the respective rights of riva candidates. As between such candidates the onv authority which can determine their rights validly elected has not been elected and to confer the seat upon the rival candidate. The power of validation extends to the election as a whole and not to the respective rights of rival candidates the only authority which can determine their rights is the Election Court, and there is no place for the exercise of discretionary executive power.
