Herr Dernberg. one time German Colonial Minister, speaking at a Chamber of Commerce luncheon to twelve visiting Berlin merchants and manufacturers, acknowledged Germany's indebtedness to England in the matter of colonisation and the institution of self-government, 110 raid two great questions were confronting l>oth nations. The first was how to deal with the coloured races and retain domination over them while fulfilling the trust to iniprovo their condition, and the second was social reform, wherein both countries were working- hand in hand. In shipping England and Germany wore in the greatest competition, but when their interests clothed they were able to settle the trouble by a conference. Both countries had attained a normal political state, permitting them to regard events without mistrust.
