CANADA AND THE NAVY.
SIR WILFRID LAURIER'S CRITICI3M. (Bz luonio Tnjoim-ConuQK.) (PU FIMI AMOCUTIOI.I OTTAWA, Juno 10. Sir Wilfrid Laurier criticised the Government's proposal to form naval reserve volunteers throughout Canada. Last session tho Government proposed to send ships to Britain, and now proposed to 6end the men. It was absurd to spend money to train men when no ships were available. The Conservatives' election cry was, "One throne, one ompire, one navy." Now, apparently, Canada was to establish her own naval volunteers. Evidently the Government was afraid to bring out a formal definite naval policy, and was seeking to achieve the same end by degrees.
