The Second Chamber will not contain any vestige of the hereditary principle a*nd the absolute veto will not be restored. . The. Nation suggests that the Commons should elect the whole or part of the Second Chamber on proportional representation iu two batches so as to reflect the composition of jwo elected Parliaments instead of one.
