Regarding the complaints of mistresses against immigration circulars addressed to domestics by the New South Wales and Victorian Departments it. is officially explained that the Victorian Department contracted for the despatch of 15,000 emigrants in 1914. Owing to the severo winter in Canada it is possible immigrants will be chary about going overseas. The Canadian figures havo fallen 70 per cent, compared with the first two months of 1913, and the Australian 50 per cent. Circular letters have been addressed to tenant farmers and farmhands in the provinces, and a special letter to cooks and households in the south-western suburbs. Thousands have been issued, v, Tho Now Zealand Department says: "We never approach anybody already employed, and never do any surreptitious touting. We aso content with legitimate advertising."
