GERMANY'S PLANS.
MUST HAVE MORE CRUISERS,
(By Electric Tilbghaph—Copybight.) (Pbb Press Association.) Received March 6, 9.0 a.m BERLIN, March 5. Grand Admiral von Kostcr. addressing the Navy League, said Germany was building cruisers. They could expect a great access of cruisers, especially against a power depending on a large import trade. Germany must maintain her naval supremacy ' on the Continent, and must have two strong naval wings to resist a blockade of the eastern and western armies on the fron* tiers.
