A letter signed by Lord Roberts, Mr Rudvard Kipling, Lord Milner, Lord Desborough, Professor Dicey, Sir William Ramsay, Sir Edward Elgar, and others appeals to their fellow-countrymen to join in a solemn declaration that if Home Rule is passed without being submitted to an election, they will feel justified in trying to prevent its being put into operation and particidarly in endeavouring to prevent the use of troops against Ulster. ULSTER'S ARMY. LONDON, March 3. Owing to the recruits as Belfast exceeding 100,000, the inefficients are being weeded out, and formed into a corps of stretcherbearers and ambulance units. A dozen aeroplanes have been offered, and mounted I squadrons are being organised. A QUESTION IN THE HOUSE. LONDON, March 3. Mr Bonar Law, at question time, intimated that the financial business would be accelerated if Government undertook to introduce the Irish Bill directly the necessary finance was completed. Mr Aequith replied, giving an undertaking to do so. LONG-AWAITED STATEMENT ON MONDAY. Received March 4, 8.45 a.m. LONDON, March 3. Mr Asquith has promised to make a statement concerning the concessions to Ulster on Monday, when moving the seoond reading of the Home Rule Bill.
