This decision is due to Bulgaria's inability to sustain another campaign; also the impossibility of raising a loan of twenty million sterling until the present uncertainty is ended.

Reuter denies the Vienna statement that the Powers have agreed to boycott Turkey financially. If Bulgaria and Turkey agree respecting Adrianople the Powers will acouiesce.
Received September 1, 8.40 a.m. ATHENS, Aug. 31. Tiie Greeks continue to hold Dedeagatch on behalf of Bulgaria. The International Commission at Salonika to enquire into outrages has been abandoned owing to Greece and Servia objecting to Mr Milenkoff, the Russian, and Mr Brailsford, the British delegates, on the ground that thev favour Bulgaria. CONSTANTINOPLE, Aug. 31. Tho inhabitants of Kirdjili and Egridere are fighting strenuously against Bulgarian occupation.
