Only 23 hoisted flags as admirals and only 11 had tho idministrativo experience -as' admirals';which 4 ', the public hastily-supposed attached to the wholo list. .'.--.- Lord Charles' Boresford. ./'protested against ~'tho sneers again-jt _ .the. lAdmirals, and said ' that .Britain's great' danger- . was from \ sudden attack by converted morchant ships. Tho crows of such vessels, armed with a couple of twelve pounders, could strike terror-' into the hearts of' shipowners. If the food simply' was cut off for oven a' short time there would he a panip and vossiblv a revolution. If, tho Declaration >vcre ratified a hundred small cruisers ought to be immediately laid down. ■ .' Hon.'
