Selbourno presided. at Sir Joseph Ward's address to the Royal Geological Institute on "The Higher and Truer Im. perialism." Sir Joseph made an urgent plea- for an Imperial Council. Some day it would be impossible for Britain alono to maintain her majestic supremacy of the seas. Tho Dominions would' be equally unable to wholly defend themselves front foreign aggression. Lord Solbourne said: "We must be'prepared to see the centre of gravity of the Emijire pass from tho United Kingdom to some other part of the Empire." While Englishmen felt less free to discuss the problem of Federation, when tho Dominions' statesmen presented a prepared scheme many Britishers were prepared to give their political lives to support it. The Westminster Gazette states that the one decisive answer of Sir Joseph Ward showed he feared disintegration unless closer unity in the governing institution was affected. As long as Britain .was 6trong enough at sea to prevent the enemy attacking the Dominions none such questions would arise, and therefore tho question of the navy from Alpha to Omega was a British policy. Tho Pal! Mall Gazette strongly supports Sir Joseph Ward's contention that if there is no closer Conned of Empire than the gathering of Premiers once, every four years, the outlook for Imperial unity is grave and clouded. .It is that Sir Joseph declines to behove that the Empire can exist long with nothing but senti-. mental ties and still maintain its unity.
