(Bi ELECTRIC TELEGRAPH-OoPißirjHT.) (Feb Pbebs Association.! LONDON, May 4. In the House of Lords, Lord Malmes-. bury's Purchase of Land Bill was read a: second time. The Bill provides for placing £10,000,000 at the disposal of the Board of Agriculture for extending peasant proprietary by the purchase of small holdings. Lords Haldane and Carrington (Liberal leaders Of the. Lords) strongly opposed the measure. Lord Carrington said ho did not believe that all holders desired to purchase their land.
