He believed in giving the Federal Government all tho powers asked for. Ho referred with pleasure to the Anglo-American arbitration treaty, and advocated a triple alliance of England, America, and Germany. Such a combination would : be able to enforce the claims of peace, and would bo tho crowning work of Christian civilisation.
