FREE SCHOOL BOOKS.
(Per Press Association.l CHRISTCHURCII, March 16. \t a meeting of the North Canterbury Board of Education a letter was received from the Education Department which stated that the request from the Board to the Minister for Education to convene a conference of Education Boards at an early date to discuss matters of administration in connection with the primary school system had been * a ™- before the Minister as desired, but the Minister regretted that, owing "to the appropriation being already exhausted; he was unable at present to make arrangements to meet the Board s wishes in the matter. Speaking on the subject of the withdrawal by the Government of capitation, allowances previously granted to school committees, Mr Jamieson pointed out that it would be better'to abandon the free school books system and restore capitation. The free books system, he contended, had been a failure and the amount expended on that system exceeded by £267 10s 6d the total capitation payable for incidentals. Free books were not asked for; all that was wanted was uniformity of school books for children moving from place to place.
