Tho Reichstag has adopted Ilerr von Ledcbour's resolution in favour of making tho Imperial Chancellor, Herr von Holwig, responsible to the Reichstag, such responsibility to extend to all the Kaiser's political acts and omissions and declaring that the Chancellors responsibility should be regulated by a State tribunal. Tho majority was small, and included tho entire Left, tho Poles, and a portion of tho centre. Eighty per cent, of the workmen at Krupps' Germania yard at Kiel have struck for a half-holiday, and as a protest against the Prussian Franchise Bill Many workers in other yards have joined them, and 10,000 men are out. Violent collisions took place with the police, and the latter were hard pressed, and took refuge in shops. Many windows were smashed. Ten demonstrators and soveral police were injured. OTTAWA, March 16. In the Canadian House of Parliament, after 25 hours' sitting, the Opposition refused to pass the St. Laurence Power Transmission Company's Bill, on tho ground that it was calculated to exploit the water power of 'the river for the benefit of United States - speculators.
