BOROUGH COUNCIL.
Tho ordinary meeting of the Borough Council was hold last night. There were present —Tho Mayor, and Councillors Haydon. Armstrong, Stubbs, Hewitt, O'Reilly, Palmer, Mowlem, and Clausen. CORRESPONDENCE. From tho Terrace End School Committee asking for the use of the Sports Ground for the school picnic.—Granted. From R. S. Abraham complaining that the cyclo track was being used by motor cyclists. —Motor cyclists to be kept off the track. From J. Duthie and Co. stating that the balance of water pipes would arrive on January 25th. From tho Union Timber Company applying for permit to build outside regulations. —Granted.
From Turnbull and Jones asking if the Council would consider a special offer to finance electric lighting in the Opera House. —Decided not to consider the matter at present. From F. J. Shcppard asking for extra. water supply free, subject to conditions stated. —Agreed to. . , • From tho Oroua County^Council asking; for further payment towards the cost. 01. tho Gorge Bridge.—To be paid. From J. P. limes asking the Council to agreo to right-of-way.—Agreed to. From A. J. Yortt asking that Ruahino street be included in tho sanitary area.— Referred to Works Committee with power to act. REPORTS.
The Works Committee met on the 10th hist, and made tho following recommendations : —That a portion of the footway in Tram street be constructed; that Mr L. Bittlemcyer be informed that he could not bo permitted to erect a wall in wood within the brick area; that the new water mains be laid by day labour, and tenders called for carting at per ton; that the tender of A. Peters at £21 10s 2d be accepted for the supply of dogvoollars; that a supply of music stands be obtained from Scott, Niven, and Co. at a cost of £10 10s.—Report adopted. The Reserves Committee met on the 10th inst. and resolved to accept tho tender of Mrs Rawlins for the tea kiosk; that a letter of thanks be sent to Mr J. Wilson, Otaki, for suggestions re plane trees; that permission be granted the Working Men's Club to use tho Sports, Ground on Christmas Day for a cricket match. —Adopted. The Engineer reported as follows:—I beg to draw tiic attention of the Council to "the question of the erect ion of signboards in the business part of the borough. One establishment had put a, calico sign along tho front of the verandah and below the plate of tho same, the height to the. underside being much below that required by the by-laws. I spoke to the proprietor.'bur, the offence still continues. Another _ establishment has erected a permanent signboard along the front, of the verandah,, and this board projects over the water-iable. In neither of the- above cases has a permit boon applied for. There are other instances of a similar nature both with regard'to fixed and revolving tign-boai-ds. and I would like the Council's instructions as to whether or not I am 1o lay informations. On Monday I visited the- waterworks at Tiritea." where I found at, 11 a.m. If depth of water (lowing over the sill of the by-wash. At tho old intake I found some of the timber stored there had been thrown into the stream —this could not bo done by children, as the planks are very heavy. This is not by any means an isolated case, and I would recommend that in future visitors should not. bo allowed to" go above the new dam. The grading of tho sides of tho road in Main street east from tho Post. Office to Duke .street, is completed, and has greatly improved the look of tho locality and at the same- time widened each road for use by about, eight feet. The cost, of the work comes out. at £17 2s 7d. or about £1 4s 4d per chain (for two sides)._ The bulk of material excavated was utilised for filling at the Terrace watercourse, where 18-inch pipes have been laid, the remainder being sold for £2 2s. If tho whole of this material is charged to the work on which it was used, tho grading practically cost nothing. The barricades in Boundary road have boon removed, and the new reinforced concrete bridge i= now open for traffic. The question of sign-boards was referred to the Works Committee to inspect. The report, was adopted. The following resolutions wore carried on the motio.-i of the Mayor, seconded by Or Stubbs:—(l) That the first meeting of the Council for January, 1910. set, down for tho 4th, be adjourned until tho second meeting to lie hold on the 18th day of January. (2) That the tax for tho registration of each dog in the Borough of Palmerston North for tho year 1910 bo fixed at 10s; and that a rebate of 2s 6d per dog be allowed on each registration made on or before tho 31_st March, 1910. Dogs owned by shepherds and drovers to be taken in accordance with the Act. (3) That A. Perrin be appointed dog-tax collector for the year, 1910. in tho Borough of Palmerston N. at a remuneration of one-fourth of the gross proceeds of the tax; and that he be paid 2s 6d for each unregistered dog destroyed. I
Cr Howitt moved: That the engineer be instructed to report at next meeting on the cost of putting down three inch pipe wells in the Square to a permanent supply of water for the purpose of watering streets and gardens, and supplying the lakelets. Or Hewitt said he understood there was water bearing strata at 200 ft and 300 ft. The former did not give a sufficient supply, but at Longburn the latter did. ,11c thought the Engineer should report upon the cost, etc., in terms of the motion, which was carried.
The Engineer Said there was a splendid supply at the septic tank at 175 ft, at a cost of £87 10s.
