PENALTIES. Hurdle Races. —The winner of any hurdle race after the declaration of weights to carry a penalty of 101b, and for every additional race 71b extra. Flat Races. —The winner of any flat race after the declaration of weights to carrj' a penalty of 101b, and for every additional race a further penalty of 611extra. Horees handicapped at 8.10 and over to carry only half the above penalties. Or, if the handicapper considers it necessary, he may increase the above penalties.
