DEFECTS' DEVELOPING.

The Daily News reports that serious flaws, due to insufficient wiring of the muzzles, havo been discovered in the new naval 12in Mark 11. guns. Of twelve undergoing strengthening at Woolwich four are of arsenal manufacture ana eight from' contractors.
