ST. PETERSBURG, Feb. 8. Baron Frederick, formerly Governor of Nijni-Novgorod, was tried before the Senate, dismissed from the Government service and fined 10,000 roubles, or a year's imprisonment, for negligence and corruption in connection with the Gourka grain scandals in 1907. [Gourka was a Russian Minister, and a son of the famous Russian general of that name. He was convicted of corruption by appropriating to his own use supplies and funds intended for famine-stricken districts.] BERLIN, Feb. 8. Ho swindled an American woman of £100,000. The detectives stated that he had 50 wives in Europe and America. Received February 9, 8.58 a.m. LONDON, Feb. 8. Mr Richard Bell, the railwaymen's secretary, is disappointed at Sir Edward Fry's award. He urges the railwaymen to organise their finances in order to present insistent demands in 1913. CONSTANTINOPLE, February 9. Turkey proposes to hand Russia two millions besides Bulgaria's five millions in order to cancel Turkey's annual payments of £315,000 in 74 years. LONDON, February 9. Four Basuto chiefs are the guests of the Colonial Office, and intend interviewing King Edward. They resent becoming an adjunct to Orangia in the event of unification } and desire Basutoland to be a distinct unit. SANTIAGO, February 8. The German Chancellor, Baron Bodman, at Santiago, Chili, was murdered in his office. He had received threatening letters that the chancellory would be set on fire.
