Homiakoffe, President of the Douma, occurred in connection with the Government's measure allotting a million roubles to employees of prisons who were victims of outrages while on duty. The Social Democrats and the Labour delegates accused tho Government of torturing and killing prisoners. The Douma voted the money. The Opposition press declares that 1691 ■death sentences wore passed and 663 executions took place this year.
