(By Electric Telegraph—Copybisht.) (Peb Press Association.) Received November 10, 9.30 a.m. PRETORIA, November 9. Ex-President Steyne, in an interview, declared the delegates to the South African Conference were determined to create a united and strong South Africa. He hoped the new federation would take over the protectorates over native areas, unless Britain insisted on too stringent guarantees as regards the natives.
