UNEMPLOYMENT.

Mr John Burns, President of the Local Government Board, speaking at Molesey, emphasised that his department had, during the last three years urged the municipalities to adopt the execution of works to ttye times or slackness, and eulogised their ready response. He contended that relief works on a greatly recurring scale were stereotyping the evils of casual employment and acted as an incentive to the thriftless . and a. bonus to the blackleg. There was no reason why with co-ordination and the proper distribution of work unemployment should be more than two or three per cent, of the State and municipal workers concerned.
