{By Electric Telegraph—Copyright.) ' Per Press .Association (Received March 28th, 8.45 a.m.) LONDON, March 27. The new Rand gold law vests the sole rights of mining gold in the Crown. Base metals are vested in the landowner. The discoverers are granted 50 claims free. The Government may proclaim private land a mining, area without the owners' consent, and may also erect public batteries and melting works. Only whites will be allowed to trade on the mines - and coloured men will not be allowod\to acquire any rights under the gold law or to reside on the goldfields, except, in bazaars, locations and mining compounds.
