The rain which has been falling oil and on during the past week developed into a perfect deluge last night, and so unpromising was the outlook to-day that the Carnival Committee-declared the field events of the military toumnrr.t'iit off. Reports from the country indicate that heavy rain has fallen inland, and tho rivers aro rising fast. WAIPAWA. March 26. During "the last few* days over four inches of rain fell, thoroughly soaking the ground. The heavy rain continued throughout tho night and still falls. The creeks and rivers are rising steadily.
