Mb. Justice Sim is to be congratulated on his evident determination to X>revent a multiplicity of Arbitration Court awards. It will be noticed from a telegram published yesterday that he indicated clearly the action the Court intended, to take if an attempt Aver© made to use the Court as a means of unduly harassing employers. The case was one' in which a union comprising an insignificant section of the employees in the fellmongery business asked for an award. It was pointed out by Mr Pryor that if the right of this small union to an award was admitted it would be possible for eighteen separate awards in this industry to be brought into operation. Such a tilling would simply - (reduce any business into chaos, and the unfortunate employer would probably have to devote the whole of his time to precautionary measures against unintentional breaches. Mr Sim said that if the workers came to the Court piecemeal it would probably be necessary to refuse to make awards. This attitude is the correct one to take up. In many businesses already the multiplicity of awards hampers enterprise and hinders progress. What is really required is a co-ordin-ating process by which the awards relating to different trades could be made uniform. In the matter of holidays, for instance, it is a frequent thing to find that in one department of a business certain days are prescribed, and that in another branch other holidays are ordered. Consequently every holiday time is the occasion of endless and profitless discussion as to what is the right thing to do, while many firms are prevented from working because one department has to close down. If Mr Justice Sim and the Arbitration Court can see away of simplifying matters in this connection they will have performed a much-needed service.
