ABOLITION Ob FRANKING PRIVILEGES. Per PreRS Association. AUCKLAND, March 19. In some education districts teachers have been called upon to defray tho cost of postage 011 quarterly returns and similar matter forwarded in accordance with regulations. In a circular received at the meeting of tho Auckland Board yesterday tho Minister of Education, the Hon. G. Fowlds, cfxprtessed the opinion that jsucii a charge, trifling though it might be, was opposed to the spirit of the Education Acts, which assumed that teachers should be paid in full. He therefore suggested that it would be fairer for the Boards to pay for this correspondence. The secretary, Mr V. E. Rice, stated that when the franking privileges werte abolished \the Board arranged that all letters on purely school business should be posted without prepayment of postage, the amount being ; collected without double charges bei ing made on delivery. The circular ; did not therefore refer to the Board, j It was decided to inform the Min- , ister of the principle adopted.
