MADRID. March 19. Felix Moclina, an Anarchist shoemaker, has been arrested at- Seville for secretly murdering 18 out of his 22 children in their infancy. The crimes are spread over twenty years. The Associated Chambers of Commerce unanimously resolved that the legislation passed by Australia and other colonies affecting British ships owned in the United Kingdom should not. excepting in the coastal trade, impose restrictions beyond those of the Imperial Merchant Shipping Act. A caller induced a. cashier in the Southampton branch of Lloyd's Bank to go into the street to speak to the occupant of p. cab. who was said to bo suffering from gout.. Meanwhile the caller decamped with a thousand pound notes and some cash. The occupant of the cab likewise disappeared.
