General Picquart, Minister for War, is considering the inclusion of the Arabs in Algeria in the conscription scheme, with a view to adding 100,000 men to the armv in war time. LONDON, December 5. The Standard's Berlin correspondent states that on the occasion of a mutiny at Zanzibar the Sultan asked British aid. The Vice-Consul, in the absence of the Consul-General, was obliged, as British warships were 100 miles off, to seek German aid. The appearance, of the German warship helped to overawe the mutineers and facilitated the officers' task of restoring order. (Reeei%'ed December 6th, 8.49 a.m.) BERLIN, December 5. Prince von Bulow's expropriation proposals in connection with_ Poland are experiencing strong opposition in the Prussian Diet. LONDON, December 5. R. T. Wood was committed for trial for the murder of Emily Dimmock at Cambertori. Dr. Ashburton Thompson, president of the Now South Wales Board.of Health, and Professor Haffkine addressed the Royal Society of Medicine upon the present methods of combatting plague in India.
