(By Electrjh Telegraph—Copyright.) Per Press Association. (Received July 27th, 8.30 a.m.) LONDON, July 26. Renter's Tangier corespondent states a messenger has returned from Raisuli's camp. He states tho Hakmass tribe is willing to surrender Mac Lean., providing the Sultan personally proceeds into the country to pardon them and excuse them from service in the Imperial army and relieve the taxes. _ The tribe refuse to deliver Raisuli, but- guarantee his good behaviour if pardoned and his property returned.
