LASCAR LABOUR.

ITS EXCLUSION PREVENTED

(Received Nov. 17th, G. 57 a.m.) LONDON, Nov. 10. The House of Commons is debating the Merchant Shipping Bill.

Mr Havelock Wilson moved an amendment to give Lascars outside the tropics the same space in the forecastles of British ships as it allotted to British seamen. The amendment was negatived by 24S to 105.

Mr Lloyd-George declared that such an onerous amendment would lead to the exclusion of Lascars, which was Mr Wilson's object, by imposing upon shipowners such a tremendous disability.
