(By Electric Telegraph,- Copyright). (Per Press Association.) ST. PETERSBURG. April 4. The Constitutional Democrats won a sweeping victory at the Douma elections at St. Petersburg. It is reported in the city that Russia is about to issue a fifty million sterling loan at 5 per cent, at a minimum of 90. France is taking thirty millions.
