Temporary Governors have been appointed in ten provinces ot Poland. '•They^ have issued mo^'t drastic antiPolish . decrees calculated to provoke disturbances-'. The right even of private meetiug is denied and owners are held responsible for outrages upon the troops from houses. . <
LONDON, Nov. 21
Router's agency declare the Russian officials in Poland are permitted to organise mass meetings to insult the Poles and denounce the proposals for self-government.
