An Imperial Ukase.

(Received November 18, at 8.36 a.m.) ST. PETEBSBUEG, Nov. 17. In the hope of detaching the peasants and artisans from the revolutionary movement a ukase fulfilling the Czar's promise to reduce the peasants' payments for the use .of the land by. onehalt next January has been issued. The ukase also abolishes the other half in 1907. The total gift is 8i milon pounds.

The ukase instructs the agrarian bank to facilitate the purchase of private estates.

Ten thousand operatives' at Moscowhave struck.-

_ The strike at St. Petersburg is spreading. The strike funds are £20,000.

PAEIS, Nov. 17. St. Petersburg advices state that Ministers intend to repeal martial law in Poland.
