Twelve hundred delegates of iho National Union Conservatives Constitutional Association's meeting at Newcastle, adopted, with only two dissentients, Mr Chaplin's resolution reiterating the : demand for reform of tbo fiscal system, declaring that the power of retaliation and the close union of the Empico could bo obtained by a readjustment of taxation without increasing the cost of food to the poorer classes. Mr Balfour, addressing a great mooting at Newcastle, said the appeal to the country might be very close. The Conservatives were not preparing a contest in a mauner best promising success. He advised the party to agree to a policy of retaliation. He would never be a protectionist, but he believed that the doctrine of laissez fairo was antiquated and illusory, and it was useless to be a leader unless followed. If his advice were rejected disaster would ensue. The Morning Post says Mr Balfour is likely to estrange from him both wings of the party. The Daily Express says Mr Balfour.is out of touch with the party. The Daily Mail, though preferring Chamberlainism, advises the party to forget differences since Mr Chambrelain requires time to convert the country. ■ The Daily Telegraph advises that both sections accept Mr Balfour's advice since disunion involved defeat. The Standard considers it would be better if Mr Balfour clearly intimated his policy as identical with that of Mr Chamberlain's. The Times says the Unionists would not be discredited if they adopted a common constructive policy as a practical minimum on which all could agree.
