Cab Drivers' Licenses.
A Peculiar Position
"The case of 0 the- cabmnn Win. Campbell;' wko kasl been refused a cub driver's license,, ii* accordance with a report by the- ♦ police, appeared in another phase a* the S.M. Court this morning, when Campbell (Mr Cooper) was charged with driving a cab without having a driver's license. Accused pleaded not guilty.. Evidence on behalf of the prosecution was given by ScrgL Stigpoole 'and B. JS\ Eeeling,.Town, Clerk. . . Reports by the police and from the Borough. Council,, in. connection with the case,.which; ha* been in existence for some months pa^t,. were produced and generally the whole history of the mattor was traversed, details of which have been;published* from time to time. The ground.for theunfavourabl'e police report was alleged " misconduct on Campbell's part. Mr Cooper., on behalf of Campbell, contended that a man,, once having a license granted him had.an absolute license with right ofr renewal from year to year,, and the Council could only cancel it by giving notice in the proper manner, under the bye-laws, to show cause why the license should not be revoked, after, a judicial hearing. Mr Cooper said Campbell had done everything entitling him to a renewal of the license, and was,, therefore, entitled to same. If anything further-was wanted it was not provided for. clearly in the bye-laws, and they were,, therefore, bad owing to" uncertainty. Judgment was reserved..
