New Police Methods.
(Received August 25, at 8.46 a.m.) ST. PETERSBURG, August 24. Four employees at Warsaw were murdered in the street in one night Colonel Meyer, the Chief of the Police, does not shoot revolutionists like his predecessor, but arrests hundreds nightly. All the prisons and several barracks are filled with prisoners, who are suffering untold hardships through overcrowding, hunger and brutal treatment.
