(Receded August 25, at 7.37 a.m.) ST. PETERSBURG, Aug. 24. . The St. Petersburg- municipality adopted a resolution similar to that of the Moscow Council. •
[The whole of the Moscow municipality,- sitting privately, discussed the Czar's manifesto providing for an elective Duma or- State Council.. Thisresolution was then passed : " Tbat the Czar's noble -purpose could be realised only under' conditions guaranteeing: freedom of speech,, of the pross, of meeting, and of union,-and the inviolability of" the person."' They alsoasked for universal suffrage.] (Received Aug. 28; at 8.25 a.m.) ST. PETERSBURG, July 24. The- censor will not allow the publication- of the Moscow municipality's resolutions.
ST. PETERSBURG, August 24. There are 5000 Duma voters in St. Petersburg, 12,000 in^ Moscow, 7000 in Odessa',.with a rental-qualification.. The indignation at Odessa is intense, because with half a million inhabitants they are allowed only one deputy. The position is the same at Nirsk, with'so,ooo inhabitants..
The organisation of the electoral campaign is everywhere forbidden. Tue Governors are imprisoning, and exiling many Liberal voters. Officials announce that they have been entrusted with the electoral arrangements, and the Zemtsvos and Municipalities are not allowed to cooperate.
There were grave disturbances in various parts of Courland yesterday, including incendiarism, pillage, and murder.
The Czar's portraits were destroyed,, and public buildings and farmers' houses fired.
