The Indemnity Bars Progress.
(Received August 25, at 7.37 a.m.) LONDON, August '24. _ The, Daily Telegraph says the Russians so far insist on the unconditional withdrawal of the demand by Japan for an indemnity, which is described as the obstacle to permanent peace, inasmuch as it will provoke the resentment of the whole nation.
WASHINGTON, August 24. The consensus of opinion is that President Roosevelt's tactful intervention averted an immediate rupture.
