ST. PETERSBURG-,.- August 23. While tbe whole of the Moscow municipality was sitting privately in a small hall drafting a resolution to1 be submitted to the Czar, two hundred-cf the public in the gallery of the larger council hall cheered fiery speeches delivered amongst themselves - denouncing tlie Czar's manifesto in regard to the Dumai project. There were also accompanying cries of "Down with Aristocracy!?' and "Long Live the constituent Assembly!" The Marseillaise was also sung. Some speakers recommended an armed rebellion and' many quitted the building as a mark ofi disapproval -when M- Galitzin entered the building;- On the reading of the manifesto, which' was received in dead silence, it was resolved, at Galitzin's instance,- with only one'dissentient, that the Czar's noble purpose was1 realisable only under, conditions guaremteeing freedom of speech; freedom of the press, freedom of meeting,.and the inviolability of the person.. A\ resolution was also passed- recommending the amendment of the Duma scheme in order to restore tranquility, and adding that the Duma should, be based on universal suffrage with full legislative right.
