Japanese Concessions.

(Received August 24, 7.27 a.m.) LONDON, August 23, The Portsmouth correspondent of the Times reports that the Japanese arewilling to forego the demand for the limitation of Russian naval power in the Far East, and also, probably the demand for the warships interned in neutral ports, provided the Russians yield with regard to the indemnity aud the cession of Saghalien. The exchange of views between Eussia and Japan is proceeding-with a view to a possible compromise. The Japanese go so far as to embody the question of Saghalien and the indemnity in a single proposition. 'Reimbursement is more a question of amount than heretofore. It is supposed the bargain may turn on the repossession of Saghalien in whole or part.
