((Received August 2J.-j.Si47- a.m:) ST. PETERSBURG. August 23.' Eight German transports, formerly attached to Admiral Rbzhdi-stvensky's fleet, will shortly discharge 35,000 tons of coal at Sebastopol, costing Russia, with commission on demurrage, £55 per ton.
