Mounted police dispersed several thousand revolutionaries who were rioting at Kishineff after the publication of the manifesto. Wholesale arrests have been at Lodz. There is great excitement at Warsaw.. Troops occupy several streets. A socialist meeting was dispersed. There are no rejoicings over the Duma scheme. The Novoe Vremyaand tbe Slavaare the only newspapers which eulogise the scheme. The liberal organs demand freedom of press and speech, and contend the high rental qualification deprives all urban proletariats and a great portion of the intellectual populace of the franchise. Some railways are at a standstill.
