The Peace Conference.

The Conference agreed to the Japanese fishing rights from Vladivostock to the Behring Sea. -.""''. ■ A deadlock has taken place in regard the limitation of the Russian navy. • The Conference adjourned till Tuesday to, permit, in the meantime, of the drafting of protocols recording the busheretofore transacted.
The final struggle on the vital issues opens on Tuesday. At President Roosevelt's invitation, Baron Von Rosen, one of the Russian plenipotentiaries, arrived at Oyster Bay to consult him (President Roosevelt), apparently on the suggestion of the Japanese Minister.
Opinion at Portsmouth is pessimistic. It is believed Russia will yield Saghalien if she is promised that it will not be fortified, but the insistency on a indemnity bars progress.
