The Russian Revolution.
(By Electric Telegraph-Copyright). (Per Press Association.) ST. PETERSBURG, August 17. At Moscow a Congress of the Peasants' Union was held, 200 members from all parts of Russia being present. The meeting adopted resolutions demanding universal suffrages for both sexes; a regular Parliament; initiating legislation; controlling the national finances; supervising the administration ; utilisation of monastery lands for purposes of peasant proprietorship; a compulsory and free elementary education ; secularisation of the schools.
The whole movement is described as a universal upheaval.beyond the control of the authorities.
(Received Aug 18, at 8.30 a.m.) ST. PETERSBURG, August 17. The bloodshed at Bielostok originated in a demonstration following military depression. A bomb was thrown at two soldiers from a Jewish house. A detachment of soldiers entered the house and massacred every inmate, thirty being killed altogether. Admiral Ejuger and Vishnevetsky have been placed on the retired list. Captain Gongewitck has been retired with the rank of Rear-Admiral; Captain Baranowsky, of the Prout, has been retired with the rank of Captain on account of the recent mutiny in the Black Sea.
