ST. PETERSBURG, March 29. Eussian iour per cents at fcjt. Petersburg have declined to 85 owing to alarmiug reports from Poland which has been placed under martial law; the spread of agrarianism in the Crimea where Imperial properties have been Pillaged; the explosion of bombs at xalta; and thn absence of war news. Many St. Petersburg millowners are closing their establishments until the Kokovtsoff commission has reported on the industrial crisis. This has largely mcreated the unemployed. A conference o£ Marshals and the nobility held at Moscow resolved, by 16 to 4, that the situation required a prompt convocation of a National Assembly with the right to initiate legislation and control the Budget.
