Leaving Harbin.
A Skirmish With Irregulars.

LONDON, March 28. Civilians and Chinese are abandoning Harbin.
The Japanese have ascertained that 200 Cossacks and 600 hired Chinese irregular cavalry, during the battle at Mukden, attacked the Japanese at Tashichiao, to the westward of Mukden. After a few rounds had been fired the Chinese fled northwards. The Cossacks shot many in the back.
